why do mod devs do this thing where instead of recolouring the one texture to create a bunch of different images, they just have one image and recolour it ingame with programming. it makes making textures so much harder

so years ago i bought the neopets puzzle adventure game solely because it gives you stuff on neopets (it totally paid off, i have 1-2mil in items from it) but i think i just found out that the items you get from the code are random??? meaning i didn’t get them all??
