moffat brought it back- rtd and classic master was a psychopath, (implied) rapist, torturer, mass murderer, etc.
moffat master is quirky- in rtd and classic who, death had consequences. whole episodes were dedicated towards a decision of whether someone should live or die, the doctor was haunted by the deaths that he caused, and the fact that his companions grew to believe that death was ok
no one gives a shit in moffat dw- while moffat may be right and can’t bring torchwood back… do you really think he would?? he was one of the only rtd era writers, along with gatiss, not to put his two cents in torchwood, coincidence?

- moffat has created great monsters and story arcs, i mean for god’s sake blink! moffat just thinks it would be cool to bring them back and back again when it wouldn’t work, e.g. weeping angels. this is another flaw of his, and when this was brought to him he behaved negatively
