so i redownloaded steam yesterday bc it wasn’t working (not surprising bc i hadn’t touched it for two years) and i want to play portal, however it wants me to download portal

i do not want to download portal, i already downloaded it like two years ago when i bought it, is there any way i can avoid downloading it again?

i downloaded steam + portal like two years ago and haven’t touched them since, my internet is fine, why is this happening?
